build: remove ta-leak-report option
...
We already have more than enough options. This doesn't need to exist.
Just use the environment variable if you really want to use this for
some reason.

meson: rename meson_options.txt to meson.options
...
This is preferred name since 1.1.0, and we already require >=1.3.0 so
there's no harm in doing it.
