Guido Cella 4eaef66f4c bstr: don't make bstr_splice() add to NULL ...

If str.start is NULL, don't error on FreeBSD + ASan with "applying zero
offset to null pointer" in bstr_splice().

This will avoid an error in split_ext() in the language test with NULL
as argument.
