nanahi c45c15d86b options/m_option: fix REL_TIME_CHAPTER printing 
The relative time chapter is 1-based even though it stores
0-based values internally, but the printing doesn't consider
that and gives 0-based value.

Change it to use the same base as setting the value so that it prints
the same value as being set.
